Make the scope comparable first
A lower total may exclude work another proposal includes. Give each provider the same brief and ask them to identify exclusions. Compare complete user journeys and delivery responsibilities, rather than matching a list of screen names.

Compare uncertainty as well as price
Ask how a failed integration assumption or a new approval rule affects cost and timing. A fixed price still depends on agreed scope. Time-based work needs a reporting cadence and a way to approve additional effort.
Request a reviewable next step
Ask the provider to explain one workflow and its acceptance test. Resolve unclear responsibilities in writing. Where uncertainty dominates, bounded discovery may produce a better comparison than asking everyone to guess the full build.
